As a theoretical endeavor, research has dominated its umbrella of significance over the activities of military organizations. It seems, however, no comprehensive assessment has been conducted on the trend of non-industrial research in the army. In a bid to apply BSC and survey strategy map as to the non-industrial research in the army suffering from relative inefficiencies and irregularities, this study was conducted based on the Iranian Prospective Development Document and Law of the Army. As an applied-developmental research in kind and a case study in methodology, this study employed a sample of 385 out of 900 member population. To this end, for each perspective raised in the strategy map, a number of strategic objectives and consequently appropriate scales of measurement were designed. The findings revealed that majority of the objectives suffer from undesirable status (i.e. yellow or red), and the performance assessment as well as the cause-effect relationship showed that the organizational inefficiency originates from an ill definition of the cause-effect relationship on one hand and inefficiency in the strategic objectives of prime importance from the financial views and the stakeholders on the other.  اصلی‌ترین و مهم‌ترین شاخص توسعه‌یافتگی در جهان کنونی، دانش و فناوری است و به دست آوردن دانش از مهم‌ترین عوامل رسیدن به استقلال واقعی و رها شدن از وابستگی است و به نظر می‌آید این امر در سایة تحقیق و پژوهش امکان‌پذیر است. پژوهش به عنوان یک فعالیت نظری، ضرورت وجودی و سیطره خود را بر فعالیت‌های سازمان‌های نظامی گسترده است. اما به نظر می‌رسد تاکنون ارزیابی جامعی از عملکرد نظام پژوهشی آجا انجام نگرفته است. لذا، تحقیق حاضر به منظور به‌کارگیری روش کارت امتیازی متوازن (BSC) و نقشه استراتژی در مورد نظام پژوهش‌های غیرصنعتی ارتش جمهوری اسلامی ایران که دچار نارسایی و و نابسامانی نسبی است، طراحی و اجرا شده است که هدف از آن ارزیابی عملکرد این نظام با توجه به سند چشم‌انداز و قانون ارتش جمهوری اسلامی ایران است. در این راستا، برای هر یک ازدیدگاه‌های مطرح شده در نقشه استراتژی، اهداف استراتژیک و در پی آن سنجه‌های مناسبی برای گزارش‌گیری از عملکرد نظام پژوهش‌های غیرصنعتی آجا تدوین شده است. نتایج حاصل نشان می‌دهد، بیشتر اهداف استراتژیک در وضعیت نامطلوب زرد و قرمز قرار دارند و با بررسی عملکرد این اهداف و روابط علت و معلولی که در نقشه استراتژیک تعریف شده است، مشخص شد ضعف این سازمان ناشی از تعریف نادرست روابط علت و معلولی از یک‌طرف و همچنین عملکرد ضعیف در اهداف استراتژیک با اهمیت نسبتاً بالا در دیدگاه‌های مالی و ذی‌نفعان است. این تحقیق با توجه به ماهیت از نوع تحقیقات کاربردی- توسعه‌ای بوده و از نظر روش موردی- زمینه‌ای است. جامعه آماری تحقیق، شامل900 نفر و حجم نمونه مورد نظر این تحقیق مطابق با فرمول کوکران، تعداد 385 نفر است. https://jmm.iranjournals.ir/article_3356_a36b598abb934e4528412e5a2127b931.pdf
