Analyzing Iran–U.S. Strategies in the Strait of Hormuz through Game Theory and Asymmetric Deterrence

Abstract
The Strait of Hormuz, one of the world’s most important energy transit routes, is a major focal point of geopolitical competition between the Islamic Republic of Iran and the United States and a setting for regional actors’ strategic influence. This study aims to analyze the strategies of Iran and the United States, identify stable states, and examine the role of the Arab countries bordering the Persian Gulf in the conflict structure. The study is applied in terms of purpose and descriptive–analytical in nature. Data were collected through library-based research and documentary analysis, covering the period from 2011 to 2026. The conflict was analyzed by integrating the Chicken Game, Prisoner’s Dilemma, evolutionary analysis, and the Graph Model for Conflict Resolution. In the GMCR framework, Iran, the United States, and the Arab countries bordering the Persian Gulf were considered three principal actors.The findings indicate that the conflict structure has greater potential for controlled competition and crisis management than for full-scale war or complete cooperation. In the baseline scenario, state S8 is the only Nash equilibrium and the only stable state under the SMR and SEQ criteria. Across all four scenarios, S8 remains the sole Nash equilibrium, although the number of stable states under GMR and SMR changes. Thus, the core model result demonstrates considerable robustness to changes in criteria weights, while the set of stable states remains sensitive to the preference structure. Overall, the findings highlight the importance of maintaining deterrence alongside limited negotiation, crisis management, and regional mediation.
