Providing a Model for Evaluating and Selecting Innovative Ideas Proposed by Knowledge-based Companies to the Defense Industries

Abstract
     In the current situation, innovation in defense products is a requirement of the defense industry. Knowledge-based companies’ capability in presenting innovative ideas on the one hand and the desire of the defense industry to use the existing capacities of the country on the other hand, is a turning point in the development of the defense industry. This article aims to develop a model for evaluating and selecting innovative ideas proposed by knowledge-based companies to the defense industry. First, by reviewing previous research and obtaining the opinions and suggestions of senior managers, designers and researchers of defense industry research and development centers and by using fuzzy screening technique, the main indicators and sub-indicators for evaluating ideas and companies were identified. Then, using the technique of fuzzy hierarchical analysis process, the coefficient of importance of the criteria and sub-criteria is determined and the evaluation model is presented. Evaluation and selection are also presented in the form of a conceptual model. The results showed that the criteria of “compliance with the strategic objectives” has the highest importance and “financial and economic” criteria, has the lowest importance coefficient in evaluating innovative ideas. Also, “the background of the company” and its “financial transparency” have the highest and the lowest importance coefficient in evaluation of companies, respectively.
