Identifying the Human Capital System Components in I.R. of Iran Armed Forces

Abstract
Globalization, military progress and extraordinary growth in IT have created new challenges in exploitation of human capital in military organizations. In order to benefit effectively from human capital in any organizations; first, the components of system should be identified. This study aims to identify the components of human capital system of the I.R. of Iran Army. In this applied-exploratory research, 30 people familiar with human capital field were selected from among the commanders and experts of I.R. of Iran Army by purposeful sampling method. First, by library study and research of theoretical literature, the components of human capital system were extracted; then, by using Fuzzy Delphi questionnaire, the components have been validated in two stages through the Delphi panel. Based on the fuzzy Delphi results, the components of the human capital system of the armed forces are identified in 5 main criteria: "individual characteristics"; "occupational characteristics"; "organizational enablers"; "human capital development measures"; and "human capital development results". Human resource managers and policy makers in the armed forces of the I.R. of Iran can develop human capital and subsequently achieve the main goals of the organization and country by relying on the components identified in this research.
