Abstract
This article addresses the development of passive defense strategies for civilian airports to combat biological threats using the SWOT technique. In this regard, in the first step, the environment of civilian airports is identified and its key assets are identified, and then the biological threats and their various dimensions in civilian airports are explained. In the second step of the research, using the opinions of the research community, preparing, distributing and completing a semi-structured closed questionnaire among the community of experts, which was selected through purposive judgment sampling, to identify internal factors (strengths and weaknesses) and external factors (threats). And opportunities) and then in the elite space to develop strategic preferences for civilian airports. In the third step of the research, with strategic analysis, the production of propellants and the challenges of advancing civilian airports against biological threats are pointed out, and then the strategy presentation approach is selected through the strategic position evaluation matrix in Cartesian coordinates and strategic goals in airports. Civilian has been developed with emphasis on the principles of passive defense and in the fourth step of the research, strategies have been formulated and then prioritized using indicators of importance, urgency in action and the possibility of operationalization.
