Abstract
Leadership training and development systems for commanders and managers have a significant role in the development of organizational systems. Therefore, it seems useful to design models that formulate systems in a more precise and complex way. This research seeks to formulate a proposed conceptual model for training and development programs in leadership development centers for commanders and managers of government and military organizations. By applying qualitative approach, phenomenological method and content analysis of 20 interviews with organizational and academic experts, the research was done. The findings of the research showed a model that has input, process and output components of the training and development system, and the process part also includes the elements of "needs assessment and design","implementation" and "effectiveness evaluation". The components related to each part are identified and finally formulated in the form of a model. In general, the results of this research can be used in updating the operational models of the training system of commanders and managers.
