The Identification and Prioritization of Iran's Soft Power Capacities in the Republic of Azerbaijan

Abstract
The Republic of Azerbaijan, due to its decisive geopolitical position in the fields of energy and transit, has become a focal point of competition among regional and extra-regional powers employing both hard and soft power instruments. This study, using a descriptive-analytical method, aims to identify the soft power capacities of Iran in the Republic of Azerbaijan to enhance cooperation and engagement between the two countries. Additionally, the study examines the impact of the Second Nagorno-Karabakh War on Iran’s soft power in Azerbaijan. Through a literature review, Iran's soft power in Azerbaijan was categorized into three main dimensions, cultural, economic, and political, comprising 9 capacities and 42 indicators. These capacities were prioritized based on the input of 37 experts. The findings show that, in order of effectiveness, the most significant capacities in strengthening Iran's soft power in Azerbaijan are: diplomacy, exports, science, geoculture, religion, tourism, transit, geopolitics, and media. In the cultural domain, the most important indicators include a shared history and civilization, the Shiite majority in Azerbaijan, academic exchanges between the two countries (including student and faculty exchanges), and the production of Azerbaijani-language digital content promoting Iran’s tourism attractions. In the economic domain, the key indicators include the development of free trade zones and transit corridors in border regions, as well as medical and healthcare infrastructure development in these areas. Politically, the utilization of shared international and regional organizations to bolster cooperation, geographic proximity, and geopolitical factors are identified as the most critical indicators of Iran’s soft power in Azerbaijan.
